There should never be any kind of cut-off switch in the circuit; that's what the ignition key is for. Shawn ... Next check the shut off solenoid/anti-backfire solenoid, pinch fuel line off to prevent gas flow, remove the solenoid from bottom of the carburetor, clean it, make sure the plunger is functioning properly.
